A: Dear Vickram, thank you for your query. It is an important one. There are certain specified procedures in place for filing a missing person’s complaint, detailed below.
Whenever an Indian national is reported as missing, the Indian Consulate approaches the local authorities to investigate his/her whereabouts and provide details, which are then conveyed to the petitioner.
Relatives or friends of an individual who has gone missing in Dubai or the Northern Emirates can file a report at the Consular Section of the Consulate. The person who wants to file the complaint can directly come to the Consulate and file a report.
He/she can also file a report through the concerned authority in India.
The details of the missing person, when reported to the Consulate or to the concerned authority in India, have to be sent in a prescribed format, including key bits of information like: full name (as in passport); passport number (along with date of issue and place of issue); father’s name; telephone number; date of birth; place of birth; address in India; email address of a contact person in India; date of entry into the UAE; visa details; details of the missing person’s employer or sponsor (including mobile and other phone numbers); details of the missing person’s friends or relatives in the UAE; information about any identification marks on the missing person’s body; information on the colour of the missing person’s eyes, skin and hair; two photographs of the individual who is being reported as missing; and so on.
I’d like to highlight that providing the missing person’s contact details in India, preferably his/her telephone number(s) and email address, is important.

Once the details pertaining to the missing person are with the Consulate, the case will be followed up with local authorities in the UAE.
I would also like to emphasise that the Consulate strongly recommends that the petitioner file a report with local police, as well.
